I was working in max and for some reason the selection region icon is no longer selectable. I can use the Q short cut key but that lasts one command. Has any one heard of this?

Which version of 3dsmax are you using?  Are the buttons in the icon toolbar greyed-out (ghosted), or are they just not working when you click and hold on them? 

Its in 2014 the button look like they can be used but when clicking in them they have no response.

You're never too old to learn, my friend.  Good luck.  I have not come across any bug reports so far in which this situation has been reported, but I'll keep digging.  If I come across anything useful to you, I'll post it here.  Meanwhile, I do have a few free tutorials on my Youtube channel that may be useful to you as practice exercises before doing the more lengthy Gnomon or DT tutorials.  I'm adding several more with full audio narration this weekend as well.  Here's my latest: http://youtu.be/ks5y4iVe5lI

By the way, make sure when you are trying to switch the region types from the Icon toolbar, you are actually holding down on the icon with your mouse button.  It will not create the fly-out just by clicking once on the currently available selection type.  You need to click, and hold.  Then the fly-out will appear.  Continue to hold down on the mouse button, and you can move the cursor down to the type of region selection you want.  This is probably something you already knew, but I've heard of this being a point of confusion to some in the past.

If you are still having trouble with the Icon in the UI, and if it had been working properly before, but suddenly stopped working, you may be experiencing a corrupt UI issue.  Check the UI knowledge-base for some ways to correct certain issues.  If all else fails, you may need to reset your UI to default settings.  This will, obviously, cause you to lose any custom icons, toolbar, quad, and ribbon layouts.
