Subject: Need help getting .dds files to work in PSP
I'm not sure. I did a Google search and found hundreds of posts about people having the same problem you're having, but nothing in the way of a solution.

Hey guys, does anyone know how I can open a .dds file in PSP? I downloaded the .8bi program from nvidia, put it in the right spot, and still no luck.
Both PSP and PS tell me they can't open the file type or let me save as.
