I believe the only ones that ever came free with figures were the Paul and Alyson ones. In every other instance they were separate purchases that came after the main figures were released (assuming there were any). In that regard, I think the way LF and LH are done now aren't different; vendors are releasing purchasable ethnic packages (skin and morph) and the market decides how many it can bear.
